Playing Cards: Continental Insurance Co in box,1 Continental deck+2nd unmatched

This is another strange one, but interesting...
Vintage Playing Cards, 2 used decks in VG+ condition. One deck has Continental Insurance Co logo (with Continental sentry) on back. This complete deck with 2 Jokers belongs in the blue cardboard box also labeled Continental Insurance. The box holds two decks, but the second deck is mismatched. It is also used but in VG+ condition with an art portrait on the back, and only one Joker.
The Continental deck is "Made by Brown & Bigelow, St. Paul, Minn." while the other deck is "Made in U.S.A. W. P. Co, Racine, Wis. (No. 147 Portraits)."
Blue and gold cardboard box with gold lettering (The Continental Insurance Companies) holds both decks on cardboard tray. Box is in VG used condition. Please see photos.
Original owner said the other Continental deck had gone missing.
